Tobias is a Dead Island survivor who is recovering from the zombie carnage and Afran's raid on River Village in the Jungle. He shares a hut with merchant Keenan Fisher. He gives the hero the quest The Dead in Fishing Net, in which the hero must kill the undead at the harbor hut.
